Waste paper

Does anyone else ever wonder how much waste paper must be generated through unsolicited mail (ours goes straight in the re-cycling bin, unopened).  What would happen if everyone put it back in a post box with return to sender on it? 

Would it clog the system up so much that the Post Office services would not be able to cope and would they then start to charge the senders for their time in delivering it? Who knows but that is where my mail is going and if enough people do it it just may make them reconsider.
